Vietnam Introduces New Offshore Wind Framework Under Decree 272/2026

The Vietnamese government has released Decree 272/2026, a new legal framework aimed at supporting renewable energy development alongside broader electricity trading and strategic power infrastructure objectives.

Unlike previous decrees, 57 and 58, the new decree focuses on the earlier stages of the project lifecycle.

The regulation marks a key milestone for Vietnam's offshore wind industry by establishing clear eligibility requirements for conducting offshore wind surveys.

The guidelines outline several conditions for survey activities, including a minimum capital requirement of VND 1 billion for each MW of proposed offshore wind capacity, technical capability requirements, and a written commitment not to seek reimbursement for survey costs.
 
The decree also includes additional provisions covering financial responsibility and project accountability.

Further conditions apply to offshore wind power projects that supply electricity to the national grid. These include the requirement for investment policy approval, creating a clearer approval framework intended to support higher-quality projects and attract greater foreign investment.

The new framework is expected to provide greater certainty for developers while helping to accelerate the growth of Vietnam's offshore wind sector.
