Turkey unveils draft framework for 1GW offshore wind auction

Turkey has published draft specifications for a 1GW offshore wind auction, setting out the proposed framework for what could become the country's first large-scale offshore wind development programme.

The draft YEKA OWPP-2026 tender allocates grid connection capacity and development rights for a designated offshore wind area over a 49 year period. The auction is expected to be conducted through a reverse bidding process, with developers competing on electricity price within a range of 7 to 11 US cents per kilowatt-hour.


If bidding reaches the auction floor price of 7 US cents/kWh, participants will compete through an additional contribution payment mechanism.

The successful bidder would be responsible for carrying out meteorological and oceanographic measurements, seabed investigations, project development, permitting, construction and operation of the offshore wind farm.


The draft framework also includes provisions allowing developers to withdraw from projects under certain conditions, including if wind measurements indicate a capacity factor below 40% or if seabed investigations identify significant technical challenges.
