France launches 10GW offshore wind tender round for new projects

France
has opened a long-awaited tender for 10GW of offshore wind projects, with
most developments expected along the country’s west coast. The move forms
part of plans to significantly expand offshore wind capacity over the coming
decade.
The tender will be split equally between 5GW of fixed-bottom wind farms
and 5GW of floating wind projects. Fixed-bottom technology remains more
established, while floating wind is intended to enable development in deeper
waters.
France aims to increase its offshore wind capacity from less than 2GW to
15GW by 2035. The new projects would also contribute to wider European
capacity, which stood at just under 40GW at the end of 2025.
Developers will have four months to submit bids, with winners expected
to be selected in February 2027. The projects will operate under contracts
for difference, which guarantee a fixed electricity price backed by the
state.
The government said projects will need to comply with European manufacturing
rules, with most of the turbine components expected to be produced within
Europe and subject to environmental requirements.
